Grass not being cut

Why is this triangle of grass not being cut? Not only does it look bad, it's catching litter, and means that Bristol residents are prevented from having a picnic on the Downs. Dog mess is hidden in the long grass as people think it won't be seen, until you step in it.

It should be on the same cutting rota as the grass a metre away on the other side of the park pavement.
