Middle bollard damaged

An elderly residence says this presents a problem they used to be a high bollard with a light in the middle that hasn’t been replaced. She says it makes her feel unsafe.

In addition the curb across the road from it is very high and she has asked if there could be a drop curb as she uses a Walker to get across the road there
