Footway blocked by several pallets of roofing tiles

Outside number 1 Westover Drive the footway is blocked by several pallets of roofing tiles. There is no footway opposite so you have to walk in the road which also has pallets on. I have two children, one who is in a pushchair and one who is 5 years old. I had to walk with both of them in the road and will now have to the same tomorrow morning to take them to school! This location is by a downhill bend and so is even more dangerous as vehicles coming round the bend and not be able to see me or my children. There are alsono signs or cones saying the footway is closed. I have attach a photo. Please can you resolve this ASAP. Thank you.
