By 61 Freemantle Street cleaning - dumping plaster waste on public road, drainage outside my gate

A man has been doing construction work on a property on Freemantle road for the last 3.5 years and has made the road very dirty. Every evening, he dilutes the excess plaster and washes it down the road via my gate to the drain. This issue was once reported to city council. In recent days, he dilutes the excess plaster and pours it in his from garden and lets it drain down the road making a big mess to my entrance. My efforts to persuade him to clean up the mess ends up in confrontation and verbal threats My entrance is permanently covered with plaster mix and I need the council to clean the mess or enforce the builder to clean up and stop polluting the environment.
